Setup.exe doesn't work

Hello,

Using DS 1.4 over BI 4.1 SP07, trying to upgrade to 1.6 SP02 - when running Setup.exe file, nothing happens.

When trying to see on Task manager - I see "Setupengine.exe" works on background, but still nothing happens.

Tried to:

1. Run as Admin.

2. Wait - 20 minutes.

3. Restart server

4. Close all unnecessary processes

None of these helped. (need to mention that safe mode isn't supported on the specific server, so it's not a solution)

Anyone got this? maybe a log file somewhere would indicate some problem?
