dynamic passing of conditional formatting the Bar-Combination chart

Friends,

I need help on dynamic passing of conditional formatting the Bar-Combination chart. I did gone thru Sara G Iyer discussion and also i tried Mike Howles Design Studio SDK (1.3) - D3 fun making a Progress Bar Set/Bar Chart but which is not satisfying my requirement.

I want the bar chart to show with dynamic conditional formatting with Red or Green color with the Target line as below screen.

Can we pass CSS to the Info Chart dynamically based on each bar value?

Please suggest if we have any other Chart or solution.
